2019 Richard Rockefeller Fellows

The 2019 Richard Rockefeller Fellows have a wide range of experience in Chinese civil society, including research, advocacy, and compliance.

HE Qijing (Maggy)

Qijing He (Maggy) is a wildlife conservation and trafficking enforcement specialist, with experience managing cross-continental programs in Asia and Africa. She has served with the Wildlife Conservation Society’s China program for five years, most recently leading its Uganda-China Initiative. Her programs have facilitated bilateral and multilateral law enforcement cooperation on wildlife trafficking in China, Vietnam, Laos, Mozambique, Ethiopia, Uganda, and other countries. Ms. He’s research and advocacy have provided critical updates to the international community on disrupting the supply chain for the illegal wildlife trade, consumer behavior change, and internal environmental compliance and governance of Chinese enterprises operating in Africa. Maggy received her master’s degree in international studies and diplomacy from the University of London’s School of Oriental and African Studies, and her bachelor’s degree in international journalism from the Beijing Normal University-Hong Kong Baptist University United International College.

TAN Bowen

Bowen Tan has focused his professional career on grassroots gender inclusivity efforts and environmental governance in China. He has worked in a broad spectrum of NGO functions, including stakeholder engagement, service delivery, research, and capacity building. Mr. Tan leads the research team at the Beijing LGBT Center, one of China's most prominent LGBT organizations. They produce cutting-edge bilingual research on the LGBT sector in China, editorials, and advocacy materials that are published on various platforms, including VICE China. Previously, he worked at the environmental NGO Institute of Public and Environmental Affairs (IPE), where he led corporate stakeholder engagement on environmental compliance and management for the Chinese real estate development supply chain. This work included individualized support to corporations seeking to improve environmental compliance. He holds a Master of Arts in Sociology from the University of Chicago and a Bachelor of Laws in Sociology from Renmin University of China.
